Rent charge creation, amendments, and late-fee controls

Recurring rent is predictable, but the system still needs strong rules for edits, late fees, credits, and voids to avoid ledger drift.

Control 1

Charges should move through explicit states such as open, partial, paid, overdue, or void with user-attributed updates.

Control 2

Late fees must be policy driven and never overwrite the originating rent charge amount.

Control 3

Backdated changes require a reason trail so month-end reporting can distinguish original rent from post-hoc adjustments.
